Lee Lansford, IFA, ASA, has been entered as expert witness in the court systems of Cook and DuPage (IL) counties.  Mr. Lansford has professional experience as a past-instructor of “appraisal principles” (College of DuPage, Glen Ellyn, IL) and has been a residential real estate appraiser for 25+ years.

Lee Lansford, IFA, ASA, is 1 of approximately 600 licensed appraisers in the United States who is certified by the Appraiser Qualifications Board (AQB) as an instructor of professional appraisal standards (“AQB Certified USPAP Instructor”). The USPAP—Uniform Standards of Professional Appraisal Practice—is incorporated into state license law for appraisers and governs the practice of licensed appraisers. Further, he was appointed in 8-2008 and continues to serve as a member of the State of Illinois’ “Real Estate Appraisal & Disciplinary Board” (IL Dept. of Financial & Professional Regulation). Prior to his service on the Board, he served (as an independent contractor) 4+ years as a “reviewer/investigator” for the state’s appraiser regulatory agency.

He is a professionally designated (residential, real property) member of two professional appraiser associations: The National Association of Independent Fee Appraisers (IFA: Independent Fee Appraiser) and American Society of Appraisers (ASA: Accredited Senior Appraiser). Iit is important to note that an appraiser’s possession of a “license” (from the State of IL) to appraise is but a MINIMUM requirement for offering appraisal services in Illinois; professional association and designation is “above and beyond the minimum”.

Note that in all instances, the appraiser (acting in his role as appraiser) cannot act as an advocate for his client’s position but must act to offer unbiased opinions (re: Uniform Standards of Professional Appraisal Practice, Ethics Rule: “An appraiser must perform assignments with impartiality, objectivity, and independence, and without accommodation of personal interests.”). Further, Mr. Lansford is not available to provide service in matters which may come before the IL Appraisal Administration & Disciplinary Board.
